Removal of old invoicing specifications
As PEPPOL BIS Billing 2.0 (all profiles) and EHF Invoice and Credit Note 2.0 (all profiles) reach end of life on January 1st 2020, there will be made changes in ELMA accordingly.
Why is this happening now?
Difi announced migration to EHF Billing 3.0 on March 31st 2017, with mandatory use of the new specification by January 1st 2019 for all users of the specification. Public sector receivers was given an extension to the deadline.
According to the PEPPOL BIS Billing 3.0 Migration plan is PEPPOL BIS Billing 3.0 “mandatory BIS” for invoicing in the PEPPOL network as of April 18th 2020.
PEPPOL BIS Billing 2.0 (all profiles) reach end of life as of December 31st 2019 as this is the date when identifers used for the old specifications are removed from PEPPOL Policy for Identifiers, rendering the specification not acceptable for transmission in the PEPPPOL network.
PEPPOL BIS Billing 2.0 and EHF Invoice and Credit Note 2.0 will be removed according to communication from Difi, aligned with dates from Peppol, on January 1st 2020.
What exactly will Difi do?
Difi will update profiles representing the old specifications to not be visible during lookup. The registrations in ELMA will still be there, it is simply a matter of visiblity.
What happens when a profile is not visible?
When access points perform lookup in ELMA to send old specifications will information about support for the profile and information about receiving access point be gone, and the sending access point will not be able to send the document.
May I update my access point to send invoices or credit notes based on the old specifications to those supporting the new specifications?
No, such actions are not in line with signed agreements to be part of the PEPPOL network.
When will Difi delete the profiles and registrations of them in the ELMA database?
Deletion is expected to be done in late Q1 2020.
What happens if a receiver of invoices does not support EHF Billing 3.0 as of January 1st 2020?
The receiver will no longer be able to receive invoices through the PEPPOL network.
